Things appeared ‘moveable’ with choice in the Giddens (1991) sense, yet it was debatable as to whether such a change in identity was achievable in substance. At an institutional level, even when students knew their education standards had been higher in Africa or the Caribbean, the role of their college escaped scrutiny with student viewing it instead as paradoxically, progressive. In a neoliberal climate, this suggested an FE – collusion for students had no choice but to consider their individualised options as enterprising and dynamic.
